Key Takeaways
The safest resorts sit on the Nayarit side of Banderas Bay. The U.S. State Department rates Nayarit at Level 2 and Jalisco, home to Puerto Vallarta itself, at Level 3, while placing no travel restrictions on Puerto Vallarta or the neighboring Riviera Nayarit.
Four Seasons Resort Punta Mita leads this list. It occupies 52 acres inside the private 1,500-acre Punta Mita community, on a peninsula bounded by the Pacific to the north, south and west. For 2026 it's rated Forbes Five-Star and AAA Five Diamond and has two Michelin Keys.
Naviva, A Four Seasons Resort, is the adults-only option inside the same community. It has 15 tents on 48 acres, it's all-inclusive, and guests must be 16 or older.
February 2026 changed how residents feel. After the CJNG leader was killed on February 22, the U.S. Embassy told citizens in Puerto Vallarta to shelter in place for two days, and 65.4% of Puerto Vallarta adults told INEGI in June 2026 that their city felt unsafe.
Timeshare fraud is the best-documented crime against U.S. visitors. The FBI counts about 6,000 U.S. victims who lost nearly $300 million to timeshare fraud in Mexico between 2019 and 2023.
Which resorts in Puerto Vallarta are safest to stay at?
The safest resorts in the Puerto Vallarta area are the gated properties on the Punta Mita peninsula, about 45 minutes northwest of the city: Four Seasons Resort Punta Mita, Naviva, A Four Seasons Resort, and The St. Regis Punta Mita Resort. All three sit inside the private Punta Mita community in Nayarit, a Level 2 state, and you'll reach them through a controlled entrance.
The state line runs through the middle of the bay. Puerto Vallarta's airport, Malecón and Zona Romántica are in Jalisco. Most of the bay's high-end resorts, including everything in Punta Mita and Nuevo Vallarta, are across the Ameca River in Bahía de Banderas, Nayarit. The two states carry different advisory levels, and they weren't treated the same during the unrest of February 2026.
Below, you'll find the official picture first, then how safety differs by area, then eight resorts ranked on how well each one controls access and keeps a stay inside a secured footprint.
How safe is Puerto Vallarta in 2026?
The State Department's Mexico advisory, last reissued on May 29, 2026, rates the country at Level 2, "Exercise Increased Caution," and assigns each state its own level. Jalisco is Level 3, "Reconsider Travel," citing terrorism, crime and kidnapping, with travel restricted only in the south of the state. The same entry states that there are no restrictions on travel in Puerto Vallarta, including neighboring Riviera Nayarit. Nayarit as a whole is Level 2, citing terrorism and crime, with no specific restrictions.
The advisory also applies two rules across Mexico that matter here. U.S. government staff aren't permitted to travel between cities after dark, and they must use dispatched taxis from regulated stands or app-based services such as Uber or Cabify. U.S. citizens are strongly advised to follow the same rules.
February 2026 is the event most travelers will have read about. On February 22, Nemesio Oseguera Cervantes, the leader of the Jalisco New Generation Cartel (CJNG), was fatally wounded in a Mexican military operation in Tapalpa, Jalisco. Cartel members responded with more than 250 roadblocks across 20 states. The U.S. Embassy told citizens in Jalisco, including Puerto Vallarta, to shelter in place, and later that day extended the alert to Nayarit, naming the Nuevo Vallarta area. Flights out of Puerto Vallarta resumed the afternoon of February 23, on February 24 the embassy said citizens were no longer urged to shelter in place, and it lifted its remaining restrictions on February 25. None of the embassy's security alerts from late August to early October 2026 concerned Jalisco or Nayarit.
In INEGI's quarterly urban security survey (ENSU), the share of Puerto Vallarta adults who said their city was unsafe rose from 32.0% in December 2025 to 59.9% in March 2026, the largest jump of any city surveyed, and stood at 65.4% in June 2026, against 59.8% across all 91 cities surveyed. The survey doesn't cover Bahía de Banderas, the Nayarit municipality that includes Punta Mita and Nuevo Vallarta.
The best-documented crime against U.S. visitors is timeshare fraud. The U.S. Treasury sanctioned a CJNG timeshare-fraud network in Puerto Vallarta in August 2025, citing FBI figures that about 6,000 U.S. victims lost nearly $300 million to timeshare fraud in Mexico from 2019 to 2023. In February 2026 it also added the Kovay Gardens timeshare resort in La Cruz de Huanacaxtle, Nayarit, to the sanctions list.
Puerto Vallarta safety by area
Banderas Bay splits between two states, and the resort areas differ in how much you'll depend on public roads. The table maps each area to its state, its advisory level and the resorts in this guide.
Area | State | State Dept. level | Setting | Resorts in this guide |
Punta Mita peninsula | Nayarit | Level 2 | Private 1,500-acre community with a controlled entrance | Four Seasons Resort Punta Mita; Naviva; The St. Regis Punta Mita |
North Riviera Nayarit | Nayarit | Level 2 | Private reserves and master-planned developments | One&Only Mandarina; Imanta Punta de Mita |
Nuevo Vallarta (Nuevo Nayarit) | Nayarit | Level 2 | Resort strip about 20 minutes from the airport | Grand Velas Riviera Nayarit |
Marina Vallarta | Jalisco | Level 3 (no restrictions on Puerto Vallarta) | Marina and golf district next to the airport | Casa Velas |
South shore, toward Mismaloya | Jalisco | Level 3 (no restrictions on Puerto Vallarta) | Hillside resorts along Highway 200 | Hotel Mousai |
Nuevo Vallarta was officially renamed Nuevo Nayarit in 2022, and the February 2026 embassy alerts used both names.
How we ranked the resorts
We weighed four things. First, the state and its advisory level. Second, access control: whether the resort's inside a gated community or private reserve, or opens onto a public road. Third, how much of a stay can happen inside that perimeter, from dining to activities. Fourth, the length and route of the airport transfer, since the advisory's after-dark driving rule and the February blockades both bear on time spent on the highway.
Forbes Travel Guide stars, AAA Diamonds and Michelin Keys appear in each entry, as rated for 2026. They're based on inspections of service and facilities, and none of them scores security, so we use them only as a guide to how each property is run.
1. Four Seasons Resort Punta Mita: A family and golf resort inside the gated Punta Mita community
Four Seasons Resort Punta Mita opened in 1999 on 52 acres at the tip of the Punta Mita peninsula, in Bahía de Banderas, Nayarit. It has 177 rooms and suites in casita-style buildings, plus private villas and beach homes. The resort sits inside the private 1,500-acre Punta Mita community. The ocean bounds the peninsula on three sides, so the land approach runs through the community entrance.
Families can spend most of a trip without leaving the property. Kids For All Seasons runs for ages 5 to 12, and teenagers have their own space. Two Jack Nicklaus Signature courses, Pacifico and Bahia, wrap the point. Pacifico's optional hole 3B, known as the Tail of the Whale, plays to a natural island green that's reachable only at low tide. In a March 2026 Forbes report on privacy and exclusivity at Puerto Vallarta's luxury resorts, writer Paula Conway profiled it first and pointed to the security checkpoint guests pass through.
For 2026 it's rated Forbes Travel Guide Five-Star (its 10th consecutive year) and AAA Five Diamond, and it has two Michelin Keys. The trade-off is distance: the resort is about 45 minutes from Puerto Vallarta's airport and further from the Malecón, so evenings in town mean a drive. Our full review of Four Seasons Punta Mita covers the rooms and pools in detail.
Best for: families, multi-generational groups and golfers who want a full-service beach resort behind a gated entrance.
2. Naviva, A Four Seasons Resort: An adults-only tented resort in the same community
Naviva, A Four Seasons Resort opened in December 2022 as the brand's first tented resort in the Americas. It has 15 tents spread across 48 acres of forest and coastline inside the Punta Mita development, which works out to roughly three acres per tent. It's adults-only, with a minimum age of 16, and all-inclusive.
The safety case is the same community entrance that serves the Four Seasons, combined with very low density: there's no public path through the property, and the all-inclusive rate removes most reasons to leave it. Experiences include a temazcal ceremony led on site. Naviva is rated Forbes Travel Guide Four-Star, and Condé Nast Traveler named it to its inaugural Triple Crown list in 2026.
The trade-off is price. Andrew Harper's 2026 review described it as costing five figures for two nights, and found its dinners at Copal uneven.
Best for: couples who want an adults-only, all-inclusive stay with very few other guests.
3. The St. Regis Punta Mita Resort: A second resort brand inside the Punta Mita gates
The St. Regis Punta Mita Resort has 120 rooms on 22 acres and shares the Punta Mita community's controlled entrance, along with access to the Pacifico and Bahia golf courses. It has been AAA Five Diamond since 2009, is currently rated Forbes Travel Guide Four-Star, and has one Michelin Key. Nearly all stays include St. Regis butler service. Its security position matches the Four Seasons, since both resorts sit behind the same community gate, and it's the smaller property of the two.
Best for: travelers who want the gated Punta Mita setting in a smaller resort with butler service.
4. One&Only Mandarina: Treehouse villas in a private development north of Punta Mita
One&Only Mandarina opened in November 2020 with 105 treehouses and cliffside villas inside the 636-acre Mandarina development in Nayarit. The villas are spread through jungle and along the cliffs, connected by internal roads. It has three Michelin Keys, was named AAA Five Diamond for the first time in 2026, and is rated Forbes Travel Guide Four-Star. The trade-off is the longest transfer on this list, a little over an hour north of Puerto Vallarta's airport.
Best for: travelers who want a villa set in jungle and cliffs and don't mind the drive.
5. Imanta Punta de Mita: A small resort on a private 250-acre reserve
Imanta sits on a 250-acre private reserve with its own beach, about 45 minutes north of the airport and outside the Punta Mita gates. Its 12 stone buildings echo pre-Hispanic architecture. The March 2026 Forbes report noted its multiple security checkpoints, which do the work a community gate does elsewhere. Activities such as guided hikes and turtle releases happen on the reserve. The trade-off is scale: it doesn't offer the family facilities of the larger resorts.
Best for: couples and small groups who want a small, private reserve with its own beach.
6. Grand Velas Riviera Nayarit: An all-inclusive in Nuevo Vallarta, close to the airport
Grand Velas Riviera Nayarit is an all-suite, all-inclusive resort in Nuevo Vallarta, about 20 minutes from the airport. It has been AAA Five Diamond since 2007 and is rated Forbes Travel Guide Four-Star, with a Five-Star spa. It runs a kids' club and a teens' club. Its case rests on a short transfer on the Nayarit side and an all-inclusive format that keeps meals and activities on property. Nuevo Vallarta is an open resort strip without a community gate, and it was named in the embassy's February 22 and 23 shelter-in-place alerts.
Best for: families who want an all-inclusive with the shortest transfer on the Nayarit side.
7. Casa Velas: An adults-only all-inclusive in Marina Vallarta
Casa Velas is an adults-only (18+) all-inclusive with 80 suites set on a golf course in Marina Vallarta, about 15 minutes from the airport. It's rated AAA Four Diamond and Forbes Travel Guide Four-Star. The short transfer is its main safety advantage, since there's almost no highway driving. It's on the Jalisco side and isn't on the beach: guests take a shuttle to the resort's beach club, about five minutes away.
Best for: adults who want the shortest possible transfer and easy access to Marina Vallarta.
8. Hotel Mousai: An adults-only tower inside Garza Blanca Preserve
Hotel Mousai is an adults-only (18+) hotel with an all-inclusive option inside the Garza Blanca Preserve, on the south shore toward Mismaloya. It has been AAA Five Diamond since 2015. Being part of a larger preserve gives it its own grounds and staff, though Highway 200 runs through the Garza Blanca property and guests move between buildings by trolley. It's on the Jalisco side, about 40 minutes from the airport.
Best for: adults who want to stay south of town, near Mismaloya and the jungle coast.
Practical safety steps for a Puerto Vallarta trip
Book the airport transfer before you land. At Puerto Vallarta's airport, authorized taxis sell fixed-price tickets by zone at booths in arrivals. Otherwise, arrange a transfer through your resort.
Arrive in daylight when you can. The advisory bars U.S. government staff from traveling between cities after dark, a useful benchmark for the longer Punta Mita and Mandarina transfers.
Use regulated taxis or apps in town. The State Department recommends dispatched taxis from regulated stands or apps such as Uber and Cabify over street hails.
Decline timeshare pitches and buy-back offers. Treasury's 2025 and 2026 sanctions describe cartel-run schemes that target timeshare owners with calls offering to sell or resell their units.
Read the beach flags. Red means swimming isn't recommended, black means entering the water is prohibited, and purple warns of dangerous marine life such as jellyfish or stingrays.
